Send Announcements by attribute - Eval25

It would be great if it were possible to use the announcements feature in a more granular way that Student/Instructor and Complete/Incomplete.
For example, our faculty are identified by Banner attribute (already in our feed files) as Full Time, Part Time, or Adjunct. Since the evaluations process is slightly different depending on their employment status, it would be nice to be able to send information to customized groups through the GUI.
