Change Import Tool error spreadsheet so row numbers of errors match more precisely

If you download the error spreadsheet from the Import Tool, each error listed in the log screen is off by one row. The Import Tool appears to ignore the header row of the spreadsheet when counting which row the error is happening in. It would be less confusing if those row numbers were adjusted to be the exact row from the imported spreadsheet.
